From the statement "‌Mac mini‌, it can support up to 4K resolution at 240Hz ove‌r HDMI", I think it has to be 2.1 as 2.0b can't do that even with DSC. However, it sounds like there is a caveat with the total amount of video output bandwidth the GPU can support, probably around the HDMI 2.1 limit of 42.6 GBit/sec.
But for 1440p at 144/165hz + HDR, HDMI 2.0 is fine. Also some 1440p HDMI 2.1 monitors might be able to accept a 4k 120hz signal and down convert it to the panel's native 1440p resolution. I use high quality HDMI 2.0 cables from Blue Jeans Cables and get 4K120 HDR 4:4:4 no problem. I have a cable I bought back in 2012 and it can do 4k 120hz. I was using 2.0a cable on my C2 via 4080 and gaming 120hz 4K HDR. Just recently I saw a post about 2.1 cables so I have ordered one just to be assured.
It was designed as a quick fix update to HDMI 1.3, with support for 4K in 30Hz and no HDR. Then a massive step up arrived with HDMI 2.0, which nearly doubled bandwidth to 18Gbps. That allows for 4K 60Hz (or 60 frames per second) plus HDR metadata. It’s why HDMI 2.0 was so effective in popularizing 4K HDR video and importantly 4K HDR gaming.
To connect a PC or laptop to one monitor only, and the monitor has both a DisplayPort and HDMI input, use either. DisplayPort might be best as it is optimized for PC use. HDMI 2.1 has no problem natively supporting 4K@144 with full 4:4:4 color space. You also get 'Quick Frame Transport', 'Quick Media Switching', and if you have HDMI2.1a you also get extra goodies in the form of dynamic HDR support. EDIT: Anything with HDMI2.1 will likely have DP1.4 as well.
